IV and Perkins State Plan Requirements...It's the Law! By the 2012-2013 school-year, the following items will be required for ALL Career and Technical
Education (CTE) "courses" in a program of study and the following items must be approved by a "third
party": technical skills assessed; instrument utilized to assess the skills; and the proficiency level. A
third party may be: a local advisory committee which includes the community college input also; a nationally or state recognized
industry organization (ProStart, CDA, ServSafe); and/or a provider of valid and reliable assessment instruments (AAFCS, NOCTI,
etc.) Please view and carefully study the content of the attached power point that I have prepared for local districts
and FCS instructors to help identify the Perkins IV new requirements, development of programs of study, reporting of data
on Project Easier CTE Plus, and other important information relating to career and technical education (CTE). As you
begin to "identify" technical skills, please look at the "assessment rubric samples" from other states.
Personalize them to match the "skills" that you teach...it will save you hours of time instead of starting from
scratch! As you create a technical skill assessment tool for each of your courses, you must have input and approval
from your local advisory committee, record the input and approval process in the minutes taken during the advisory committee
meeting and file them to use as documentation during an accreditation Department of Education site visit. Remember, if
it is a "program of study", input and approval must also be received from the community college. If you have
